The Imperium is if nothing else, inventive when coming up with ways to make even the most vile criminals useful, and the Arco-Flagellent is one such capital punishment for those who are sentenced to death, but redemption is deemed possible.
Vestigial organs are removed, rudimentary control units are installed and heavy duty whips, flails or shears hammered into their arms. Driven into a berserk frenzy by a cocktail of narcotic stimulants that would incapacitate any other human, these stimulants turn the Arco-flagellants into single-minded whirlwinds of death, as they numb the pain of their crudely implemented prosthetics.
Arco-flagellants barrel into melee combat with absolutely no regard for their own safety. They are not expected to survive contact with the enemy, and will seek to do as much damage as they possibly can, further galvanised by the mix of insensate rage and numbness that the chemicals flowing through them causes.
